அந்நியன் எந்தக் கோத்திரத்தோடே தங்கியிருக்கிறானோ, அதிலே அவனுடைய சுதந்தரத்தை அவனுக்குக் கொடுக்கக்கடவீர்கள் என்று கர்த்தராகிய ஆண்டவர் சொல்லுகிறார்.
